Somewhere I heard you can apply for a utah license without having a NYS license. How long does it take to receive this permit after taking a utah approved course?

You don't need a NYS License.
They try to get your license to you within 60 days.

Got my permit in less than 2 months. Even if you get your Utah I'd still get my NY permit. It'll help you to pick out a carry piece when you get out of The Peoples Republic Of New York, and visit a gun friendly state.

Once you get Utah apply for a New York permit.You went through a FBI back round check and came back clean.Than you can apply to Connecticut which is good for 5 years.Photo copy your Utah and apply to PA LTC since it's going to stop issuing permits through the mail in 2011.New Hampshire and Maine are done by mail also.Permit from Utah is about 60 days.CT is about 3-4 weeks.
