You can ship the lower to an FFL for repair. He will ship it back directly to you.

Why are you shipping the lower for repair? You can get a new one for $75, there is not a lot of money to be saved on repair, and for trigger work you could just send the TG. Unlesssss....... you aren't having a FA conversion done, are you??

On a site that is known to be perused by local, State and Fed LE(like all the other gun sites) that isn't even remotely funny.

And if you started with a $75 lower then yeah, it wouldn't make sense to repair. But depending on the make, model and pedigree of the lower it would certainly be worth it for the owner.

Isn't it legal to convert as long as you have an approved ATF Form 1, a pre-'86 registered autosear, and your CLIII paperwork in order? Even in NY? If you don't mind a mountain of paperwork, $200 and $1500/yr in licensing fees, and manage to get approval from the Pope?

Refinishing a preban lower? Maybe- because nobody anodizes lowers locally AFAIK. But for worn holes they sell oversize pins and getting a local smith to ream the holes back round is probably cheaper than sending it out of state and paying for the same plus shipping plus the FFL fee. Other than that, WTF goes wrong with a lower? Stripped grip screw? Helicoil-$20. Broken pivot ear or trigger guard ear? Unless it's preban, what's worth fixing? Is a welded postban DD lower still worth more than a new LRB one?

If he can send out his parts (trigger work, etc.) to go into a donor lower he beats the fee and a hassle. If he needs inlet work done, maybe somebody can save the guy a headache and recommend a local smith. Shipping any firearms across state lines is a PITA that should be resorted to only when there are no other options IMO.

Wreckhog: Does that apply even if you "busted" it yourself, and if so then do you get paperwork that identifies it as preban, or do they have some serialization scheme that puts it in preban?
