Just to add something by elaborating on their criteria.
Criterion #1 would include those people who were told they could not apply for a carry permit directly for whatever reason, including in NYC. I would still inquire regardless of whether you received an outright denial of an application OR you were told by SCPD for example that you had to apply for a "dwelling"/premises/sportsman first.
#2 Whether you have a regular existing pistol license and are waiting on your carry endorsement OR you are applying for your permit to "Carry concealed" with training from the get-go and are stuck in the 2-year delay from Yaphank, you would also qualify under this.
