That ruling makes about as much sense as a judge ruling that a murderer doesn't need to be prosecuted, because the legislature passed another law, saying that committing more than one murder is not allowed and, therefore, the perp can't do it, again. The un-repairable damage, to those businesses, was done, solely for personal and political purposes and is prosecutable. But, then, this is NY.
