Utah doesn't require a home state permit. The Utah course now satisfies the Florida CCW requirement.
I know Utah doesn't require it, but if the course includes handling it would be required in NY. Hence my question.

Good question JimP.  The course will be using blue plastic training pistols.  You will not be handling real firearms so no NYS license is required.
