Is the 2012-2013 New York State SAFE Act still legitamate?

Hi,
I had a conversation with someone today about AR-15s and he was saying all AR-15s are Law Enforcement only.
Is there any recent/new legislation that adds to or supersedes the NYS SAFE act?

My fault I guess, I am asking about the "evil" features, ie
  • A folding or adjustable stock
  • A thumbhole stock
  • A pistol grip
  • A bayonet lug
  • A foregrip
  • A flash suppressor
  • A muzzle brake
  • A threaded barrel, or
  • A grenade launcher
I am sorry for not being more specific initially.
I used to keep up on this topic, but since the birth of my 1st child in 2013, I really haven't had the time to shoot/stay informed.

I'm really looking for help in understanding current conditions.
Yes, you/your friend are correct: post SAFE Act, a "real" AR (or any semi-rifle) with evil features is law enforcement only. The only exception is if you fix the magazine.

Unfortunately, nothing has changed since that dreadful law went into effect save the semi-auto license requirement. But even when you have the license, you still can't buy a normal semi auto with evil features.
