Negative Federal law prohibits handgun sale to out of state residents. You may buy a gun in Florida but have it shipped to your home state to a FFL dealer.

There is one "loophole". If you establish yourself as a resident of Florida, even for a short time, you can buy a gun in that state under Federal law. A tourist, business or familiy visit does not count.

Federal law (as opposed to state law) also does not have any rules about primary residence or how long it takes to establish residence. This is to take care of snow birds.
