If this bill for Constitutional Carry passes, what I gather is that anyone with a full carry license can carry in any state, because that state must recognize the individual's permit, much like a driver's license is valid all over the country. You can't get a NY state driver's license, then have someone in delaware tell you, sorry you're license isn't recognized.
Does this mean that if you're a suffolk resident, and you have a sportsmans permit, which permits you from carrying everywhere, but then get say a Utah concealed carry permit, that Suffolk would have to recognize the Utah permit and let you carry indescriminantly?
