after several very confusing conversations with suffolk pd and NYS troopers.... suffolk says you MAY purchase a black powder pistol as long as it is not shipped with the means to fire it. If you intend to fire it, being it to HQ and have it added to your license for $5. Anything else go to a dealer. As per NYS Troopers.. well, lets just say they wont get involved. They leave it up to the local PD to determine if its ok. There is no specific law saying you cannot purchase specific items from the c&r list, aside from full auto
