If my “friend” is an NRA Instructor can they give themselves the 18 hr CCW classes ? Would they be able to submit certificates in their own name
Unless somebody has something in writing here (from the State) to share, and which can be shown to a licensing officer, we are going to be stuck with their individual discretion. the State FAQs say it's up to the licensing officer to waive some or all of the requirements for training undergone in last 5 years that meets the requirements. On a practical level, I do know that the sheriff's office is NOT going to take a certificate issued to oneself, only by another instructor.

That being said: Instructors should consider getting together to train each other on all the material not covered in their respective instructor disciplines. (at the very least, this should be a couple of hours in NY-specific material). Then they can issue certificates containing the language of the CCIA and in whatever form the licensing officer wants.
