How does a retired LEO, who is covered by LEOSA, but does not have a pistol permit, acquire a new handgun? Let's confine this question to Nassau/Suffolk county.

Depends which Federal Law Enforcement Agency you retired from. You can contact the New York DOJ for an opinion.
