This is a glove cover magazine pouch for glock not for rifle at all.

well since it was designed to be installed on any rail it is possible to install on any rifle as well.

interesting thing is, although it was not designed for fore grip somewhat still you can use it as a fore grip.

can this be legal to use it on rifle in NY?

it's just a magazine pouch anyway :)
