I saw this last night this guy is on Long Island if you like ponds then this is the sickest backyard pond. It a long video but so cool.

Would I be correct in stating that this would be considered a home improvement and taxed by the local municipality?

You've got to wonder what his property taxes are.  I moved out of LI because of high property taxes, among other reasons.
