Transferring a rifle to NJ

What is the process to transfer a rifle to someone in NJ?

I don't think they have restrictions on private sales (check for yourself) - so you could drive it down and hand it to them.

OR, ship to their FFL... at their end they need an FOID card NICS etc.

The riflle must be transferred through a NJ FFL and the recipient must have a FOID card.
This is correct. The unSAFE Act requires that essentially (a few exceptions, for direct, face-to-face, in-family transfers) all transfers, in or out of state, must process through a NY FFL, which, in the case of a transfer to NJ, also means is must be sent through a NJ FFL and the recipient must be able to legally purchase it, in NJ. If it's a NY-registered "AW," you must also notify the state's registration unit of its removal from the state.
