Which of these two would be the easiest or best clone for an AK 47 look alike to modify (not the parts but paint wise and stress hole wise)
Also is the Chinese 56 SKS model legal or I have to get another one

You can't make an AK out of SKS.
Come think of it, you can't have a pistol grip unless you jump through hoops.
An SKS doesn't come with a pistol grip, and if it doesn't have a muzzle brake then you're good to go in this godforsaken state.

Saiga in 7.62x39. Gun is ok in NYS, not too expensive, ammo is both made here and imported from a variety for places beside Russian (Romania, Poland, Yugo etc.), spare parts are around, and its new built! Plus I think the Saiga /AKs are are little more robust than the SKS, IMHO. I don't recall if Saigas have the side rail for optics already installed but if so thats another plus for the Saiga. But if in doubt and you have the means, buy both! Enjoy!!!

As long as the original fixed magazine is in place, the SKS can have all the evil features it wants (so long as it also satisfies 922R).

A Saiga IS an AK receiver (Russian dimpled) and a military spec AK barrel, made in the same Russian factory that produces military AK-74s. So with a saiga you have an AK receiver and genuine AK barrel, and the same platform a true AK is patterned after (Arsenal AKs are Saigas btw)

Out of all the imported coverted pistol grip AKMs in the US the Saiga is the most popular for it's quality and Russian authenticity.

Because we can't pistol grip convert Saigas here due to the SAFE act, we can only do sporter style modifications, some that have that AK-style. The SKS is a completely different platform, that approach makes no sense when you already have a rifle that contains the most important guts of an AK; the receiver and barrel. The rest is just window dressing. You basically already have an AK out of the box, minus some details and features.
