I have recently purchased a vacation home in PA. If I was to change my Drivers License to PA DL would that trigger 1PP to revoke my NYC residence permit? Does any one know?

once you change your drivers license your residence changes also. So you cannot change your address to PA and still maintain a NYC license,

I'm not even sure if having a "vacation home" in PA allows you to get a PA drivers license. It's different for different states but there is usually a minimum number of days you have to live in the residence for it to be considered you primary residence and meet the residency qualifications for getting a state drivers license.

PA DMV requires 2 bills to prove residency.

I'm writing from PA now - caught 4 trout with the kids this morning and cooked a nice dinner.  Once you get past the fact that wine can only be purchased from State run liquor stores - PA is the best State within a 2.5 hour drive of New York by far.  

PA has some wierd laws - it can be hard to get a beer on a Sunday but all NFA firearms are legal - you can get a suppressed M-16 if you can spend the money.

Back in the pre-Brady act days - if you owned a bona fide vacation home you could prove PA residency to purchase handguns with a certified deed and two utility bills.  The gun had to stay in PA at your house but nonetheless you did not need a driver's license - the proof required has been different since 1994 or so.  Although the ATF website of several years ago still allowed purchase of handguns where you maintain a part-time residence pursuant to that State's laws - (assuming that it is still ATF policy) the requirement that you have State issued photo identification (i.e. a DL or non-driver identification card) has made that de facto impossible to do.  

As far as switching your driver's license - I know you want to get the NYC address off your DL - but this will cause you far more problems than it solves over the long term - I have no idea what effect changing your DL would be on your NYC permit but I am sure that NYC is watching you and will catch that.  You will have to surrender your New York license at the time you get your PA DL.   Even if they don't, I think overall it will cause you more problems than it solves - your auto insurance works off your DL.  Long story short, if you really do not reside in PA, file PA income tax returns, get PA license plates, vote in PA, etc. - you could end up paying PA and NY State income taxes - you might be expected to file an income tax return in both states, NY is problematic as it double taxes you.  If you get into an auto accident your insurance may drop you when they figure out the cars are not garaged in PA 'on a regular basis'.  You will then go into an auto fraud database and your name will never come out.

A lot of people do register and 'flag' their cars with out of state plates and get non-NY drivers licenses - but if you are sleeping 27 nights out of 30 every month in NYC - its not worth the risk and although you probably wont goto jail for it - if you have any professional licenses or qualifications that would be affected by getting 'caught' doing this - its not worth it.  

The only people with a semi legit. reason for doing this would be someone semi-retired and living up in PA 4 days a week or getting ready to retire.  For instance, a mentor of mine who now lives overseas got residency in CT because for whatever reason - France accepts CT drivers licenses and not NY.  Getting an adult license in France is very expensive - 3000 Euro+ - so it was worth it for my friend to 'get' the CT license.  

If you were two years from retirement - a lot of retirees will gradually wind down their NY contacts and and transfer them to Florida or PA - that would make sense.  But buying a 400 square foot cabin and getting a PA DL - you are asking for trouble unless you truely spend half the year in that PA cabin.  

If you do try it - please post your real life experience.  But since you can still purchase long arms and store them in PA and you already have your NYC handgun permit - you are pushing a real bad position with very very little to gain.

you can probably get a non-resident PA drivers license. I was able to obtain a FL non-resident drivers license when i was dorming in FL for college.
