I guess this is the only way to get a unrestricted NYC Carry permit in NYC?

If you are not a celebrity, the average person (non law enforcement) can never see one of these?

do you have to be a resident of NYC to get one of these? (aside from being rich and/or famous)

You don't have to be a NYC resident to obtain a NYC pistol license.  You can have a legitimate business within 5 boros of NYC and can get one.

As it may sound weird, but there are quite numbers of unrestricted pistol licenses and I know of people with NYC unrestricted licenses.

Few gentlemen I know have had their unrestricted licenses for many years and seems like they have been grandfathered in.  Of course, every renewal, they have to show why they need such license.

Few others are PIs and due to the nature of their field of work, they were (one let his license expired, but it was unrestricted from NYC) issued unrestricted.

"special carry"...   was he receiving threats?... is 'special carry' a temporary designation?.....  Otherwise, he's a radio host, does not carry large sums of money/jewelry... why would he "need" carry?

Yes this is the same person who was dating Jill Nicolini, who took his NY Pistol License and he had to get it back

I know of a gentleman named Ted Sheckler who has a business called "Ted's Movie Memorabilia That You Can't Really Find Anywhere Except Here Emporium".  Long name, I know.  He has a concealed carry permit that was given to him for two reasons:

1.He was savagely molested by another gentleman known only as Uncle Paul.
2.He has been robbed 367 times in the past.

Ted is a sweet and special boy, isnt he?
